Board of Directors

The Company's Board of Directors is comprised of individuals with public Company and life science industry expertise. The current Board of the Company consists of the following individuals.

Chung-Yu Wang, B.Sc., SIMP Diploma
Co-founder, Chairman of the Board, Director and Interim President
Mr. Wang is our co-founder and has been Chairman of the board of directors and a director of the Company since its incorporation in April 2004. Mr. Wang acted as Interim Chief Executive Officer from October 2008 to August 2009 and has been Interim President since October 2008. Mr. Wang has extensive experience in the area of public Company management, international business development and corporate restructure. Mr. Wang currently serves as Chairman of China Coal and Coke Investment Holding Company Limited and Vice Chairman of Tong Lung Metal Industry Co., Ltd. (“Tong Lung Metal”). Mr. Wang was Chairman of Tong Lung Metal from 2002 to June 2007 and Chairman of the China Steel Corporation from 1972 to 2001. Mr. Wang also previously served as Chairman of International Iron Institute and the Taiwan Steel and Iron Industries Association.

Mr. Wang received his SIMP Diploma from Harvard University, and Bachelor of Engineering in Chemical from Chung Yuan University, Taiwan.  He was also granted an honorary Ph. D. Degree in Chemical Engineering by Chung Yuan University, Taiwan.

Alan Moore, Ph.D.
Director
Dr. Moore has been a director of the Company since June 2006. Dr. Moore currently serves as a director, the President and CEO of Stem Cell Therapeutics Corp., where he raised $16.5 million, and progressed the company from a one-therapeutic area preclinical company to a three-therapeutic area clinical development company. Prior to this, Dr. Moore was Executive VP, Clinical Development and Regulatory Affairs at Cardiome Pharma Corp. from 2002 to 2004, where he was responsible for all clinical and regulatory activities. Dr. Moore has 23 years of senior management experience in pharmaceutical research and development at Procter & Gamble where he held increasingly senior positions including General Manager, Cardiac R&D. During his extensive working history, Dr. Moore has completed 11 investigational new drug (IND) applications or supplemental INDs, 15 phase I studies, 12 phase II studies, 7 phase III studies (plus 2 additional phase III studies that are still in progress) and 2 new drug applications. One of Dr. Moore’s completed Phase III studies enrolled 4,000 patients and included centers in 26 countries.

Dr. Moore obtained his Ph.D. in Pharmacology and Bachelor of Science (Honors) in Pharmacology/Chemistry from the University of Aston in Birmingham, England.

Telvin Ju, Ph.D.
Director
Dr. Ju has been a director of the Company since October 2004. Dr. Ju is currently the Senior Vice President of Chinese Maritime Transport Ltd. Chinese Maritime Transport, Ltd. is listed on the Taiwan Stock Exchange. A key part of his role at the Associated Group is to advise and consult for various venture capital and asset management companies on investments in Greater China and Biotechnology. He was previously a research associate at Johns Hopkins University in the Chemistry Department.

Dr. Ju received his Ph.D. in Biochemistry and Bachelor of Science in Chemistry and Biology from the University of Miami, Florida.

Kevin McGarry, B.Sc., MBA
Director
Mr. McGarry has been a director of the Company since June 2006. Mr. McGarry has an extensive and broad business background. Mr. McGarry currently serves as Chairman of Intelligent Hospital Systems Inc. (“IH Systems”). He was the Interim CEO of IH Systems from April 2007 to May 2009. Mr. McGarry is a founding partner, the President and CEO of Lombard Life Sciences, the Fund manager of Western Life Sciences Venture Fund L.P. (“WLS”). WLS was founded by Mr. McGarry and manages a $43 million venture capital fund and has a mandate to integrate the science of bio/medical technology companies with the relevant business models. Previous to this, Mr. McGarry was the President of Colliers Pratt McGarry, a 100-person commercial real estate services and development company. Mr. McGarry also founded Keystone Technologies Inc. to provide commercialization funding and management to life sciences research coming out of the St. Boniface General Hospital Research Centre in Winnipeg, Manitoba.

Mr. McGarry received his Masters of Business Administration and Bachelor of Science from the University of Manitoba. .

Fred Huang, BA, MBA
Director
Mr. Huang is the co-founder of the Company and has been a director since August 2009. Mr. Huang was Senior Vice President and Chief Operating Officer (“COO”) of the Company from April 2006 to February 2009. Prior to his promotion to Senior Vice President and COO, Mr. Huang served as Chief Financial Officer (“CFO”) and Secretary from April 2004 to April 2006. Mr. Huang has extensive North American and Asian business experiences. Prior to joining Pacgen, Mr. Huang was the CFO of Cytocan Biotechnology Inc. from 2002 to 2004. He was Senior Financial Advisor with Canadian Imperial Bank of Commerce Investor Services Inc. ("CIBC") where he built and managed a $150 million portfolio from 1997 to 2002. Prior to joining CIBC, Mr. Huang held various senior management positions with President Asian Enterprises Inc., Klockner Steel Corporation (Germany), and China Steel Corporation.

Mr. Huang received his Masters of Business Administration degree from the University of Southern California and Bachelor of Engineering (Metallurgical) degree from the National Taipei Technology University, Taiwan.

Tsong Chin Lin
Director
Mr. Lin has been a director of the Company since April 2009. Mr. Lin brings over 30 years of extensive experience in general management and operation management with leading industrial technology companies. Mr. Lin currently serves as the Chief Executive Officer at General Biologicals Corporation. Prior to his promotion at General Biologicals Corporation, he was the Chief Strategy Officer from 2007 to 2009 and Chairman from 1994 to 2007. Mr. Lin was the Chief Executive Officer of Megamedia Corporation for 20 years. Prior to these, Mr. Lin was involved in various leadership roles at General Instrument of Taiwan Ltd.

Mr. Lin received his diploma from the Taipei Institute of Technology, Taiwan.

Yiu Chung (YC) Lee, Ph.D.
Director and Chief Executive Officer (CEO)
Dr. Yiu Chung Lee has joined the Company as the CEO and a director since August 2009. Dr. Lee brings into the Company with more than 20 years of extensive pharmaceutical and business development experiences. Dr. Lee is a co-founder and the CEO of Xphase Pharmaceuticals Inc. Dr. Lee became Senior Director at PharmEng Technology Inc. in 2006 when it acquired PharmLink Inc., a company co-founded by Dr. Lee in 2005 where he led a group of 20 scientists providing pharmaceutical related services. Prior to focusing his career on strategic corporate development, Dr. Lee was Director of Analytical Development at Patheon Inc. where his laboratories developed more than 40 new chemical entities for global regulatory submissions from 2002 to 2005. Dr. Lee also held several senior managerial positions including Manager of Analytical Development during his 11 years at Eli Lilly Canada Inc. He is the founder of Calibration & Validation Group, a non-profit organization with more than 1,500 analytical and formulation scientists from the industry, academia and government agencies across Canada.

Dr. Lee received his Ph.D. degree in Physical Organic Chemistry from the University of Hong Kong, Hong Kong. He authored over 12 technical publications and presentations and holds one patent.
